In this lecture, Prof. Dr. Sukanlaya encouraged participants to move beyond traditional boundaries in conducting research. She introduced the Research Excellence Framework (REF), a key mechanism adopted in the United Kingdom to set standards of research quality, excellence, and societal impact.  Participants learned about the categories, criteria, and assessment methods that highlight how research can generate value and influence policymaking as well as social development at the community, national, and global levels.

She also emphasized how these lessons could be applied by social science and demographic researchers in Thailand to strengthen the quality of research and generate positive, wide-ranging impacts on Thai society. In addition, the lecture touched upon the San Francisco Declaration on Research Assessment (DORA), which stresses that research quality should be evaluated not by journal-based metrics alone, but by the intrinsic quality of outputs, the real-world impacts achieved, interdisciplinary collaboration, and the integration of knowledge across fields to create meaningful and lasting change.

เมื่อวันอังคารที่ 26 สิงหาคม 2568 เวลา 12.15 – 13.00 น. วิทยาลัยประชากรศาสตร์ จุฬาฯ ได้จัดงาน Public Lecture  หัวข้อ “Learning from the UK’s Research Excellence Framework (REF): Lessons for Thai Social and Demographic Researchers and Their Social Impacts”  โดย ศาสตราจารย์ ดร.สุกัลยา สว่าง ศาสตราจารย์วุฒิคุณประจำวิทยาลัยประชากรศาสตร์  ณ ห้องประชุม 301 อาคารวิศิษฐ์ ประจวบเหมาะ ชั้น 3 วิทยาลัยประชากรศาสตร์ จุฬาฯ

การบรรยายครั้งนี้ ศ.ดร.สุกัลยา พาเปิดมุมมองในการทำงานวิจัยให้หลุดจากกรอบเดิมๆ โดยกล่าวถึงกรอบความเป็นเลิศด้านการวิจัย (Research Excellence Framework: REF) ซึ่งเป็นกลไกสำคัญในการกำหนดมาตรฐานด้านคุณภาพ ความเป็นเลิศ และผลกระทบของงานวิจัยต่อสังคมที่ประเทศอังกฤษนำมาใช้ โดยผู้เข้าร่วมได้เรียนรู้ทั้งประเภท หลักเกณฑ์ และวิธีการประเมินที่สะท้อนถึงการสร้างคุณค่าและอิทธิพลของงานวิจัยต่อการกำหนดนโยบายและการพัฒนาสังคมในระดับชุมชน ระดับประเทศ หรือระดับโลก  พร้อมทั้งแนวทางการนำมาประยุกต์เป็นบทเรียนสำหรับนักวิจัยด้านสังคมศาสตร์และประชากรศาสตร์ในประเทศไทย เพื่อยกระดับคุณภาพงานวิจัยให้มีความเข้มแข็งและสร้างผลกระทบเชิงบวกต่อสังคมไทยในวงกว้าง

นอกจากนี้ยังกล่าวถึงปฏิญญาซานฟรานซิสโกว่าด้วยการประเมินการวิจัย (San Francisco Declaration on Research Assessment: DORA) ที่ชี้ให้เห็นว่าการวัดคุณภาพงานวิจัยควรพิจารณาจากคุณภาพของผลงาน ผลกระทบที่เกิด ความร่วมมือระหว่างสหสาขาวิชา และการบูรณาการสหศาสตร์เพื่อสร้างผลกระทบอย่างแท้จริง
