On Tuesday, 19 August 2025, from 12:15 to 13:15 hrs., the College of Population Studies, Chulalongkorn University, organized the “CPS Work-in-Progress Seminar” on the topic “Roles and Adoption of Physician Associate/Assistant (PA) in the UK National Health Service (NHS)”. The seminar took place at Room 301, Visid Prachobmoh Building, 3rd Floor, and was also available online.

The event was honored to have Dr. Attakrit Leckcivilize, Exchange Researcher from the Nuffield Department of Medicine, University of Oxford, United Kingdom, as the keynote speaker. He shared his knowledge and perspectives with CPS faculty members, researchers, and students.

The seminar attracted 21 participants and encompassed several significant themes, including:

• Roles and Responsibilities of Physician Associates (PAs):
  PAs are healthcare professionals working under the supervision of physicians. Their responsibilities are diverse, encompassing history taking, physical examinations, preliminary diagnoses, and providing health advice.
• Contribution in the Context of an Ageing Society:
  PAs can play a vital role in supporting the care of older adults with complex health conditions who require continuous and comprehensive care.
• NHS Policy in 2023:
  The United Kingdom’s National Health Service (NHS) announced a plan to expand the number of PAs in order to address the shortage of medical professionals and reduce doctors’ workloads, particularly in primary care clinics. PAs are expected to support general practitioners, thereby enhancing timely and equitable access to healthcare services for patients.
• Challenges and Concerns:
  While the integration of PAs has demonstrated potential benefits, incidents of medical errors reported in the media and online platforms have raised ongoing debates. These include issues of role clarity, legal accountability, supervision, workload, remuneration, as well as implications for the training and practice of junior doctors. Such concerns highlight the need to ensure effective and safe patient care and collaborative work with other healthcare professionals within hospitals.

This seminar not only provided participants with a deeper understanding of the roles and future development of Physician Associates within the UK healthcare system (NHS) but also reflected the sensitivities and challenges of incorporating new professions into public health systems. These insights may serve as a valuable perspective for shaping the development of Thailand’s healthcare workforce, particularly in preparing for demographic transitions and the progression toward a fully aged society.

เมื่อวันอังคารที่ 19 สิงหาคม 2568 เวลา 12.15–13.15 น. วิทยาลัยประชากรศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย ได้จัดกิจกรรม “CPS Work-in-Progress Seminar” ภายใต้หัวข้อ “Roles and Adoption of Physician Associate/Assistant (PA) in the UK National Health Service (NHS)” ณ ห้องประชุม 301 อาคารวิศิษฐ์ ประจวบเหมาะ ชั้น 3 และในรูปแบบออนไลน์

การบรรยายครั้งนี้ได้รับเกียรติจาก ดร.อรรถกฤต เล็กศิวิไล นักวิจัยแลกเปลี่ยนจาก Nuffield Department of Medicine มหาวิทยาลัย Oxford สหราชอาณาจักร มาเป็นวิทยากรบรรยายและแลกเปลี่ยนความรู้กับคณาจารย์ นักวิจัย และนิสิตของวิทยาลัยฯ

กิจกรรมดังกล่าวมีผู้ให้ความสนใจเข้าร่วมจำนวน 21 ท่าน โดยเนื้อหาการบรรยายครอบคลุมประเด็นสำคัญ เช่น

- บทบาทและความรับผิดชอบของ Physician Associate (PA): PA เป็นบุคลากรทางการแพทย์ที่ทำงานภายใต้การดูแลของแพทย์ มีหน้าที่หลากหลาย เช่น การซักประวัติ การตรวจร่างกาย การวินิจฉัยโรคเบื้องต้น และการให้คำแนะนำด้านสุขภาพ

- ในบริบทของสังคมสูงวัย PA สามารถเข้ามาช่วยดูแลผู้ป่วยสูงอายุที่มีภาวะซับซ้อนและต้องได้รับการดูแลอย่างต่อเนื่อง

- ในปี 2023 ระบบบริการสุขภาพแห่งชาติของสหราชอาณาจักร (National Health Service: NHS) มีแผนที่จะเพิ่มจำนวน PA เพื่อแก้ไขปัญหาการขาดแคลนบุคลากรทางการแพทย์และลดภาระงาน โดยเฉพาะในคลินิกบริการปฐมภูมิ เพื่อช่วยงานแพทย์อายุรศาสตร์ทั่วไป ซึ่งอาจมีส่วนช่วยให้ผู้ป่วยเข้าถึงการรักษาพยาบาลได้อย่างรวดเร็วและทั่วถึง

- แม้ว่าการนำ PA มาใช้จะมีประโยชน์ แต่สืบเนื่องจากเหตุการณ์ความผิดพลาดในการรักษาที่ปรากฏในสื่อและสังคมออนไลน์ จึงยังมีประเด็นที่ต้องพิจารณา เช่น ความชัดเจนของขอบเขตการทำงาน ความรับผิดชอบทางกฎหมาย และการกำกับดูแล ภาระงาน ค่าตอบแทน รวมถึงปัญหาเกี่ยวเนื่องกับการฝึกอบรมและปฏิบัติงานของแพทย์จบใหม่ เพื่อให้การดูแลผู้ป่วยและการทำงานกับบุคลากรอื่นๆ ในโรงพยาบาลเป็นไปอย่างมีประสิทธิภาพและปลอดภัย

การสัมมนาดังกล่าวไม่เพียงแต่ช่วยให้ผู้เข้าร่วมเข้าใจถึงบทบาทและแนวโน้มการเติบโตของ Physician Associate ในระบบสุขภาพของสหราชอาณาจักร (NHS) ได้อย่างลึกซึ้งเท่านั้น แต่ยังสะท้อนให้เห็นถึงข้อกังวลและความละเอียดอ่อนในการนำวิชาชีพใหม่ๆ เข้าสู่ระบบสาธารณสุข ซี่งจะช่วยฉายฉากทัศน์ที่เป็นไปได้ในการพัฒนาบุคลากรทางการแพทย์ของไทยเพื่อเตรียมพร้อมรับมือกับการเปลี่ยนแปลงทางประชากรศาสตร์ในอนาคต โดยเฉพาะการก้าวเข้าสู่สังคมสูงวัยอย่างสมบูรณ์
